History:
Credit information has been available for many years. Accessibility grew dramatically in the 60's with the advent of office-sized computer mainframes. During that era, end users would call an operator who would access the system at a terminal and read the results to the caller.
In the early 1990's, systems became more powerful, small terminals became available and the industry began to eliminate operators. At the same time, the industry began to consolidate. Two of the five companies were bought out by two of the remaining companies. Today, the same 3 companies operate in competition but somewhat geographically separate.
The activity of these companies was governed by The Fair Credit Reporting Act ( FCRA ). This act was later amended. Today, it, along with other more recent acts of congress acts as the bible of the credit industry.
Other industries who gather data have decided to sell ‘decision' types of data and, as a result, are subject to FCRA. Other information that is not considered ‘decision' information is not governed by the same law. As a result, the later information is not restricted as to who may buy it.
What we do:
Credit Services Co. sells both FCRA and non-FCRA data purchased from repositories that specialize in compiling data. We have two functions: marketing and compliance. The first is self explanatory to a degree. Our scope is national. The job of the marketing manager is to manage the system of field marketers to identify and contract with end users. The compliance manager is responsible to make sure all end users are in compliance with the law and their contract with us.
Who do we sell to:
We are authorized to sell to employers and property owners who are managers, owners or buyers and sellers or real estate or debt paper associated with real estate.
How we sell reports:
All sales are web based except credit reports at this point in time. That will change by years end. End users register on line, and return to our web site each time they want a report on a prospective employee, tenant or buyer. Reports are delivered to the end user and are not seen by us. Credit reports are delivered to the end user by us via fax or e-mail.
What is the job of the marketer:
The marketer purpose is to identify a prospective end user, contact the appropriate person in the business structure and discuss their need for such reports. The marketer also directs the prospect to the web site to register, copy, sign and fax the contract to us, and inspects the business location of the end user if they are within a practical distance from the marketer's location. If the end user is too far away, the marketer refers the prospect to the corporate marketing manager for referral out to a nation-wide inspection company. The marketer's job is to explain the purpose of the inspection regardless of who does it. The customer is considered the customer of the marketer and the marketer is responsible to address all needs
What is the purpose of the inspection:
The purpose of the inspection is to determine how secure the information is within the end user's business environment. Control of the information requested is critical and no one who is not authorized, may view it. The environs into which the report is delivered must not be where unauthorized person can view it. Businesses applying for access must demonstrate that they are credible operation with a legitimate purpose for access.
A report must be completed and photos taken of the operation. Finally, a determination must be made of their health as a business. Your commission and ours depend on this determination.
Commission schedule:
Your commission is based on the fees received from sales of reports. 5% of all sales are sent to you upon receipt and confirmation of funds. This commission is paid from the first 6 monthly billings. After that, the commission is paid in full. In addition, if you conduct the inspection, we pay you $50 upon acceptance and payment of the registration fee by the end user. Unpaid or terminated accounts do not earn commissions. At all times, you are an independent contractor and not an employee of Credit Services Co. or its parent, Home Marketing Systems Inc.
CSC will monitor your commissions, however, you agree to monitor your activity and keep track of commissions due you. You are responsible for your own hours and expenses.
You may have sub sales people working for you. However, any agreement to pay them is strictly between you and them. There are currently no geographic restrictions but there may be in the future or we may agree to license you for a defined region.

The door is wide open. However, we believe there are certain types of employers who should receive priority. A list of employer categories below is by no means exhaustive and you may explore any type you think is worthy of your time.

When do I begin:
You must apply as in any job. You will be subject to the same scrutiny you would get as a prospective employee. That is, you will authorize us to pull a criminal and credit report on you. Read the sample contract you will be expected to sign. If you agree, fill out the application on this web site and submit it. We will review it, conduct the investigations as stated and you will receive a call. We will ask you to print, sign and fax a copy of the contract to us with a copy of your driver's license and a W-9. We will be available to assist you in your start up and answer any questions for you. You are, however, expected to operate largely on your own as an independent contractor
